Reports to: Global Head of MEAL
Location : From an Asia base, remote working, preferably in Vietnam, Mongolia, Hong Kong.

Job Overview:
The Global Monitoring and Evaluation, Accountability and Learning coordinator will be responsible for support in data collection, data quality checks, information management and reporting for monitoring and evaluation of OneSky Global, overseeing the MEAL work in the implementation countries and coordinating with MEAL staff. The Global MEAL coordinator will work closely with the Head of Global MEAL in OneSky in updating monitoring plans, indicator performance tracking tables, and ensuring that high quality data is collected at the field level and aggregated across Vietnam, Mongolia, HongKong SAR and China. The preferred candidate should possess proven expertise in monitoring and evaluation as well as information management, preferably with expertise in Early Childhood Development (ECD) or other programming with young children.

Major Responsibilities:
● Work closely with the Global Head of MEAL and with the Global Program team and other OneSky team members in various areas to implement and maintain MEAL tools and processes across OneSky programs and countries;
● Support Global Head of MEAL in project design, creating logical frameworks and theory of change
● Keep tracking Key Performance Indicators (KPIs) and coordinate with MEAL focal points in countries to report numbers and track indicators
● Support in developing and pilot data collection tools, and training country teams on data collection tools and methods (quantitative and qualitative)
● Conduct qualitative and quantitative data analysis
● Use different data collection software such as (CommCare, Kobo Toolbox and other data collection softwares)
● Draft and support in writing annual, bi-annual and quarterly reports for both internal and external stakeholders
● Facilitate training and support on the use of data collection and data dashboard applications, and provide research and support in analyzing MEAL results
● Contribute to organizing quarterly learning and reflection meetings to share M&E data with OneSky’s Global Program team, national teams and the wider global team as well as partners to use M&E findings for improving program implementation
● Ensure all monitoring numbers and provided data in OneSky reports are accurate and consistent
● Ensure quality information management including beneficiary count in collaboration with the MEAL Global team, Global Program team and national teams
● Support timely information sharing regarding numbers and results from the generated data across OneSky countries.
● Design and create visually appealing charts, graphs, and dashboards to present data insights.
● Utilize various tools and software to develop interactive data visualizations such as (ex. Power BI or other related software).

Job Requirements:
● Bachelor degree in International Relief and Development, Computer Science, Statistics, Social Sciences, Business administration or related field.
● Certification in M&E or specific training in Statistics and/or Data Management.
● At least 4 years of relevant working experience in the area of M&E, preferably on ECD interventions.
● At least 2 years of professional experience successfully coordinating tasks or projects that engage staff in different departments
● Demonstrated experience in developing data collection tools for M&E (e.g. surveys, structured observations, focus group discussions).
● Demonstrated experience to ensure high quality data collection.
● Demonstrated experience and knowledge in analysis of quantitative data (using Excel, SPSS, Stata, or similar software) and qualitative data.
● Good experience on creating and developing data visualization (ex. Power Bi) and connecting it with applications in order to monitor the activity or any other data visualization software.
● Strong computer literacy, including proficiency in Microsoft Office (Excel, Word, PowerPoint).
● Demonstrated experience working with Information and Communication Tools (ICT) and data collection tools to collect and analyze data, such as Open Data Kit (ODK) , Kobo ToolBox and CommCare or any other related data collection software..
● Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to details.
● Excellent interpersonal and problem-solving skills, creativity and flexibility.
● Fluency in English (writing and oral) is a must, proficiency in additional languages such as (Vietnamese and Mongolian) is preferred and considered a plus but not mandatory.
